This year marks the 30th anniversary of East-West cooperation and Minning cooperation, and it is also the first year of regular assistance.General Secretary Xi Jinping recently issued important instructions on the normalization of cooperation between the East and the West, emphasizing the need to summarize and apply beneficial experiences such as Minning cooperation, further improve collaboration mechanisms, optimize collaboration methods, expand areas of collaboration, and promote industrial complementarity, personnel interaction, mutual learning of technology, exchange of concepts, and mutual learning of styles between the East and West to achieve mutual benefit, win-win results, and common development.

Carrying out cooperation between the east and the west is a major decision-making arrangement made by the Party Central Committee to promote coordinated regional development and promote common prosperity.Since the Party Central Committee arranged for the developed eastern coastal provinces and cities to assist impoverished western areas in 1996, East-West cooperation has gone on for 30 years and has played an important role in helping to eradicate poverty and promote coordinated regional development.Organizing the eastern region to support the western region and carrying out this work on a large scale and for a long time is something that only our party and country can do in the world, highlighting our political and institutional advantages.

In recent years, various tasks of East-West cooperation have achieved remarkable results. The level of industrial cooperation has continued to improve, labor cooperation methods have become more diversified, consumption assistance methods have been transformed and upgraded, cadre and talent assistance has been solidly advanced, and rural construction has been continuously deepened.Entering the stage of normalized assistance, my country will continue to maintain a long-term fixed pairing assistance relationship between 8 provinces (municipalities) in the east and 10 provinces (autonomous regions and municipalities) in the west. On this basis, we will arrange for the more economically developed counties (cities, districts) in the eastern region to establish paired assistance relationships with key rural revitalization counties in the western cooperation areas to achieve full coverage of paired assistance.

Minning Cooperation, known as the "Love of Mountains and Seas", is a model of cooperation between the East and the West. Its successful practices in joint promotion, industrial promotion, labor cooperation, relocation, people's livelihood assistance, and social participation are admirable.Analyzing the examples of cooperation in Minning, we can draw valuable experience in collaboration between the east and the west: continue to enhance the self-development capabilities of the western region through "hematopoietic" assistance such as industry and employment; continue to do a good job in people's livelihood through assistance such as education and medical care, making it accessible to the masses; realize complementary advantages and two-way interaction between the two parties through the joint construction of parks and joint cultivation of talents; promote cross-provincial collaboration through institutionalized measures to effectively promote common development.

As we enter the “15th Five-Year Plan”, assistance work has entered a new stage of normalization. How can East-West cooperation be better promoted?It is necessary to adhere to the combination of what the western region needs and what the eastern region can do, continue to adhere to development-oriented assistance measures such as industrial cooperation and labor cooperation, and continue to enhance endogenous development momentum.Among them, industrial cooperation is a key part.It is necessary to vigorously promote cooperation methods such as "Eastern Enterprises + Western Resources", "Eastern Market + Western Products", "Eastern R&D + Western Manufacturing" and "Eastern Headquarters + Western Base", focus on tapping the resource advantages of the Western region, and increase the intensity of industrial transfer in the Eastern region.

The new stage of East-West collaboration will further improve the quality and efficiency of collaboration while expanding the field of collaboration.Taking the current Minning cooperation as an example, learn and apply the experience of the "Ten Million Project" to promote science and technology, green, quality, and brand agriculture; develop new quality productivity and create new comparative advantages in the fields of computing economy, digital industry, clean energy, etc.; promote the in-depth connection of Fujian market and Ningxia resources, and jointly cultivate new business formats in the county... One initiative after another is committed to continuously writing a new chapter in East-West collaboration.This inspires relevant regions to adhere to mutual benefit and win-win, deepen complementation of advantages, actively expand cooperation in science and technology, culture and tourism, finance, green and other fields, and achieve two-way empowerment and coordinated development in a wider field and at a deeper level.

To solidly promote the comprehensive revitalization of rural areas requires not only the efforts of the poverty-stricken areas themselves, but also the assistance and support of the whole society.Since the transition period, the "four forces" of cooperation between the east and the west, targeted assistance from central units, village assistance, and social assistance have worked together, and the lives of people who have been lifted out of poverty have blossomed steadily.Relevant departments and cooperating provinces must establish and practice a correct view of political performance, continue to adhere to the successful practices and effective mechanisms and measures of east-west collaboration, maintain overall policy stability and unabated assistance, and pay more attention to complementary advantages and common development, so as to provide strong support for promoting comprehensive rural revitalization and promoting coordinated regional development.(Author: Jin Guanping Source: Economic Daily)
