Relevant person in charge of the State Intellectual Property Office introduced that while continuously improving the quality and efficiency of intellectual property review, the bureau also vigorously strengthens the coordinated protection of intellectual property rights. At present, the total number of national-level intellectual property protection centers and rapid rights protection centers has reached 124, covering 29 provinces (autonomous regions and municipalities) across the country. The average handling period for intellectual property rights protection cases remains within 2 weeks.
"The State Intellectual Property Administration guides the intellectual property dispute mediation organization to carry out diversified dispute resolution work, and the average mediation cycle remains within 28 days." A relevant person in charge of the State Intellectual Property Administration said.
In addition, the State Intellectual Property Office completed the inventory and value analysis of existing patents in universities and research institutions, and matched and pushed them to 450,000 enterprises according to the industrial segments. Fully implement the patent open licensing system, guide and screen patents with strong practicality, wide application fields, and suitable for implementation in multiple places, carry out simple and fast "one-to-many" licenses, reduce institutional transaction costs, and reduce the annual patent fees of 15% during the implementation of the open licensing, and increase the enthusiasm for transformation.
