In order to coordinate the management of the national carbon emission trading market in 2025 and ensure the healthy and orderly operation of the market, the Ministry of Ecology and Environment recently issued the "Notice on Doing a Good Job in the National Carbon Emission Trading Market in 2025". This is the first time that the national carbon emission trading market has issued relevant key work notices after the expansion of the national carbon emission trading market. It has made clear requirements for the list management of key emission units in the power generation, steel, cement, and aluminum smelting industries, carbon emission data quality management, carbon emission quota allocation and clearance management and other full-process work tasks and completion time limits, continue to enhance market expectations, accelerate the promotion of green and low-carbon transformation in relevant industries, and help the development of new quality productivity.
The Notice requires that the list of key emission units in the national carbon emission trading market be formulated by industry annually. Units whose annual direct emissions of 26,000 tons of carbon dioxide equivalent in the power generation, steel, cement and aluminum smelting industries should be included in the list of key emission units. After key emission units are included in the national carbon emission trading market management, they will no longer participate in the management of the same industries and the same types of greenhouse gases in the local carbon emission trading market, and avoid repeated control. All provincial ecological environment authorities shall organize local governments to complete relevant work on time in accordance with the relevant regulations formulated by our department.
In the next step, the Ministry of Ecology and Environment will strengthen overall coordination and carry out policy publicity and special training for newly included key emission units to achieve full coverage of newly included enterprise training. At the same time, we will increase supervision and law enforcement efforts, crack down on data fraud, and ensure the healthy and orderly development of the carbon emission trading market.
