According to the relevant person in charge of the Central Air Control Office, on February 26 this year, a drone flew in the area near the south end of the runway of the civil aviation Urumqi Tianshan International Airport without registration, flight activities, and aerial photography missions, endangering the safety of the airport flight. After the local air control department discovered it, it immediately informed the public security organs and airport management agencies, and immediately launched a joint handling in accordance with the emergency plan. The drone and operators involved were seized in a short time, resulting in some flight delays. After investigation by the local public security organs, the drone was held by a local information technology company. The flight activity on the same day was to complete a three-dimensional shooting task. According to the "Public Security Administration Punishment Law of the People's Republic of China", the two persons involved were punished for 10 days and 5 days respectively.

The person in charge said that according to the "Interim Regulations on the Flight Management of Unmanned Aerial Vehicles", "Rules on the Operation Safety Management of Civil Unmanned Aerial Vehicles", and "Regulations on the Approval and Management of General Aviation Flight Mission", the company involved in this incident failed to register in real name according to regulations and carried out flight activities in violation of regulations; failed to approve aerial photography tasks in accordance with regulations, and carried out three-dimensional shooting tasks in the UAV; failed to apply for flight activities in accordance with regulations, and carried out flight activities in the controlled airspace in violation of regulations.

The person in charge said that illegal flights such as drone "black flight" and "disturbing aviation" touched the aviation safety red line and endangered the safety of people's lives and property. Drone practitioners and enthusiasts should fly in accordance with the law and regulations. If the general public finds illegal flights of drone, they can report to the local public security organs in a timely manner.

"In the near future, all regions will increase patrol and law enforcement efforts, crack down on illegal and irregular flight activities of drones, and jointly protect the bottom line of aviation safety." The person in charge said.
