After receiving the report, the Emergency Management Department immediately made arrangements, requiring the number of people to be verified as soon as possible, and making every effort to carry out rescue, treatment of the injured and aftermath; to identify the cause of the accident and responsibility for the problem as soon as possible, and draw inferences from one example to prevent similar accidents from happening. The State Council Safety Committee Office, together with the State Railway Administration and China Railway Group, formed a joint working group and rushed to the scene to guide the accident handling and investigation.
