General Administration of Customs of China: The newly revised corporate credit management measures will come into effect on April 1

CCTV news: The reporter learned from the press briefing held by the General Administration of Customs on February 12 that the newly revised "Customs Registration and Recording Enterprise Credit Management Measures of the People's Republic of China" will be fully implemented from April 1. The "Measures" make optimization and upgrades in terms of adjusting corporate credit ratings and establishing breach of trust repair and fault tolerance mechanisms.

AEO is the English abbreviation of "Authenticated Economic Operator". The AEO system is advocated by the World Customs Organization (WCO) and is an important system to improve the security of the global supply chain and the level of trade facilitation. The customs certifies companies with higher levels of law compliance, credit status and safety, and carries out AEO mutual recognition cooperation with customs offices in different countries (regions) to provide honest and law-abiding import and export companies with maximum customs clearance convenience. At present, China has signed AEO mutual recognition agreements with 32 economies, covering 58 countries and regions. The number of mutual recognition agreements signed and the number of mutually recognized countries (regions) rank first in the world.

The AEO system is the core content of the "Credit Measures". The most important change in this revision is to optimize the corporate credit rating from the original 3 levels to 5 levels.

Lin Jiantian, Director of the Enterprise Management and Inspection Department of the General Administration of Customs: The credit rating of enterprises has been adjusted from three categories to five categories: advanced certified enterprises, certified enterprises, regular enterprises, dishonest enterprises, and seriously dishonest enterprises. It is clear that advanced certified enterprises and certified enterprises are Chinese AEO enterprises. Regarding adding the level of certified enterprises among AEO enterprises, our main consideration is that on the one hand, it can provide enterprises, especially small and medium-sized foreign trade enterprises, with a more adaptable credit recognition channel. The previous standards had high thresholds for some enterprises, especially small and medium-sized enterprises, and were difficult to achieve. Now there is a more realistic "step" where you can accumulate credit step by step. In the future, you can also apply to become a high-level certified enterprise and enjoy the convenience measures of the other country.
