Reporters learned today (September 17) that the State Administration for Market Regulation issued the "Food Safety Risk Control List" related to online food sales, focusing on three types of entities: live broadcast e-commerce platform operators, online food trading third-party platform providers, and online food sales companies. The risk control links, risk points, control measures, control targets, and control frequency are clarified one by one to provide operational guidance for online food sales companies to accurately prevent and control food safety risks.This is an important supporting document for the State Administration for Market Regulation to implement the two departmental regulations, "Regulations on Supervision and Management of Live Broadcast E-commerce Operators' Implementation of Food Safety Subject Responsibilities" and "Regulations on Supervision and Management of Online Food Sales Operators' Implementation of Subject Responsibilities for Food Safety". It marks the deepening of online food safety supervision from "bottom line defense" to "precision prevention and control."

The risk management and control list released this time adheres to risk orientation, bottom-line thinking, and precise policy implementation, breaks down the entire online food sales chain into the smallest work units, and promotes the transformation of online food sales companies from "passively coping with inspections" to "actively preventing and controlling risks."

The three lists each have their own emphasis and support each other, striving to "one list to manage the end, and one responsibility to fall on the person":

The "Food Safety Risk Management and Control List (Live Streaming E-commerce Platform Operators)" focuses on strengthening the qualification verification of live broadcast room operators and live broadcast marketers, dynamic monitoring of live broadcast behavior, and joint blacklist punishment and other requirements.

The "Food Safety Risk Control List (Online Food Trading Third-Party Platform Provider)" highlights key control points such as substantive review of network access, dynamic monitoring of food information, and self-operated business differentiation marks.

The "Food Safety Risk Control List (Online Food Production and Sales Enterprises)" closely follows the entire process control of online sales enterprises from "purchasing" to "delivery".

The three lists are all based on the risk closed-loop management model of "identification, investigation, disposal, and review". Preventive and control measures will be taken immediately for discovered food safety risks, and sales will be immediately stopped and reported if there is a potential risk of food safety accidents.The list also encourages platform operators to share blacklist information and implement joint punishments for serious violations of the law, so that dishonest people can "break the law in one place and be restricted everywhere."

The State Administration for Market Regulation requires that local market regulatory authorities should guide enterprises to scientifically formulate control measures, reasonably determine the frequency of control, and clarify responsible personnel based on actual conditions such as platform size, food category, and risk status. They should not implement "one size fits all" and effectively transform the risk control list into "construction drawings" for daily management of enterprises and "protection nets" for food safety.
