According to the RIA Novosti report, when Stepanov was asked that day whether Russia-Canada relations had reached a low point, he said that "low point" is a relative concept. "In a general sense, there has long been no normal bilateral relations between the two countries." Canada should be responsible for the current situation.

In February this year, Stepanov also criticized Canada for being the first to undermine bilateral relations between Russia and Canada.He said that there is no longer any bilateral relationship in the traditional sense between the two countries, and even in the long run, there is no hope for the stability of the relationship between the two countries.
